Introduction The study reported here was part of a research programme funded by the Department of Health (subsequently the Department for Children, Schools and Families) as part of its Quality Protects Initiative. It related specifically to Objective 1 of that programme: to ensure that children are securely attached to carers capable of providing safe and effective care for the duration of their childhood (Department of Health, 1998). Our focus was kinship care, which, some argued, could help to achieve the Government's objective of reducing the number of placement moves experienced by children in the looked after system (Jackson and Thomas, 1999).
